MODEL OF ENSURING THE SOCIO-ECONOMIC SECURITY OF THE STATE IN THE CONDITIONS OF MODERN CHALLENGES

Today, socio-economic security is directly linked to increasing social diversity. The political process creates a wide range of new challenges and threats. The generally accepted system in philosophy is a set of elements in the relationship and the relationship between them has formed a certain integrity and unity. Yes, there are as many separated parts as there are organisms that are viable or infinitesimally small, or reduced to the sum of its values, if it can be represented by numbers, of course, it will be much less than the total corresponding value.

Due to the fact that the patterns and trends of the Ukrainian economy are not linear, in the synergetic approach they can be interpreted as a continuous change in the state of the system of socio-economic security from chaos to order. It is obvious that in order to clarify the control parameters and model of socio-economic security requires an appropriate methodological basis that allows revealing the phenomenon of security in its structural dynamics with mandatory consideration of the processes of dissipation, fluctuation and bifurcation [1; 5].

State legal support of socio-economic security can be analyzed from the standpoint of contrasting the equilibrium state of the system of its structural changes with the presence of contradictions - threats (both explicitly and latently). The methodological value in the study of antinomies of this order is enhanced by the synergetic scientific direction. From the point of view of some scientists, the application of the synergetic paradigm to the analysis of issues directly related to security, including socio-economic, is sufficiently true.

here is no doubt that the synergetic potential of the state legal provision of socio-economic security is concentrated in the state as a subject of government, the synergetic charge of which is determined by the goals of integration. It should be noted that a number of existing problems of socio-economic security may be due to a not entirely correct understanding of the essence of the state. The fact is that the domestic scientific thinking is still dominated by an approach in which the state is identified either with the tool (machine) of the ruling class, or with the behavior and actions of the leadership of the state apparatus (rulers in this context, we can reach an important conclusion, according to which the alienation of the latter from society is extrapolated to the state, and it also in the minds of all becomes self-sufficient without society and many structures that make it up [1; 5].

I am convinced that the functional strategic model of state and legal support of socio-economic security provides for the specification of the following system-forming features:

1. As a subsystem, it ensures the functioning of a higher level system.

2. Has a number of features that distinguish it from other models of state legal security of the state, determined by the specifics of legal regulation and disclosed in other sections of the dissertation.

3. Has an independent substrate component.

4. Visualized in the form of state legal relations.

Thus, the preconditions for building a strategic model for ensuring socio-economic security in Ukraine were described. It is shown that today socio-economic security is directly related to the growing polyvariance of socio-political processes, which creates a wide range of qualitatively new challenges and threats. Socio-economic security is a complex systemic phenomenon, which includes various types of it, implemented through various, sometimes different vector measures, as specific parameters of socio-economic security of the country are derived from the actual political and economic course. Also, the components of the strategic model of socio-economic security are highlighted. It is emphasized that, based on a synergetic approach, the strategic model of socio-economic security can be defined: as the reproduction and maintenance of a dynamically stable state in relation to various threats and challenges; as an activity aimed at protection from internal and external threats, ensuring such internal and external conditions of existence of the state, which guarantee the possibility of stable comprehensive progress of society and citizens. The key characteristics of the functional strategic model of state legal security of social and economic security have been identified: it provides for the functioning of a higher level system - legal security of social and economic security; it has a number of features that distinguish it from other models of state legal security of the state; it has a self-sufficient substrate component (administrative and legal norms) as well as organizational (systems of state bodies of special competence), functional (exercises regulatory and control functions) and substantive (an aggregate of national interests of the state to be protected); it has signs of adaptability to changes in the objective reality and resistance (conservatism) to deterministic influences of a subjective nature; it is characterized by a total dissipativity; it is visualized in the form of state-legal relations that arise in the sphere of social and economic security.
