In the era of Information development of society, it is impossible imagine a world without communication, after all, the main role information that spreads over time plays a role and space through various channels, methods and funds. Currently the volume of information flows and the intensity of information flows are significantly increasing exchange, as well as complex processes occur informatization and globalization. Consequently, the community environment becomes an important factor effective functioning of the company and its subsystems.

With the development effectiveness of all types of human social activities the process of her socialization is constantly improving. It is based, in particular, on the factor of increasing the effectiveness of joint actions, which, in contrast to joint actions the efforts of other species of biological beings have become conscious targeted processes. Information saturation of modern life, which actively encourages the expansion of social and interpersonal contacts, it also determines the development of the humanistic sphere in society, contributes to the emergence of new social initiatives, the development of cultural processes in society, etc.[1, page 147] It should be noted that this is not only about production, transformative activities in relation to the environment, but also about the intra-social organization, formation of the spiritual and cultural sphere of society. In general, the General Laws of the evolution of modern civilization, improving the structure of society and is inextricably linked with these factors processes of development of horizontal forms of Information Exchange, social networks, all this has been particularly dynamic and clearly manifested in recent decades in the regions of radical social transformations, including in the new one the Ukrainian state. In the political sphere to replace the one party system in the Ukraine has received a whole palette of parties, Public Associations and movements that objectively they should create conditions for multivariate possibilities solving the problems that Ukraine faces, and enthusiastically fighting between for their own interests, that is, for power. In the sphere of economy, the state property and collective management in the agricultural sector have been lost traditional for the socialist period of development monopoly and replaced market forms of management with all the variety of these forms, which it is also reflected in the information sphere, the National information sphere spacious. There is a significant stratification, complication of social structures in all spheres of society's life, which overloads the structure social communications, primarily at horizontal levels.

Thus, in accordance with the growing social needs associated with the inclusion of a growing number of citizens in the informatization process Ukraine, first in the economic, and then in other spheres of public life a diverse system of Electronic Information Systems is being developed communications, including social networks. [2, page 43] Rapid development of social networks as the most popular form horizontal communication in Ukraine is directly related to the success of information, which has provided access to Information Resources today, although not yet available to all citizens, but it has already covered the most socially active part of the population.

Growing production of new information in the National Information Centerspace from the point of view of self-organization of society, on the one hand, is a phenomena on positive , as it contributes to the development of a National Information Systempotential, which is important in the context of the formation of the information societya factor of self-affirmation in modern international relations . On the other hand due to the active participation of the vast majority of unskilled people in information creationor low-skilled enthusiasts the National Information Spaceit is full of information that is difficult to classify as socially significant, obsolete, and reliable. At the same time, such low-quality, quite often even harmful, information finds its user, satisfies their unpretentious requests, and educates them to the same extent.In the recent situation with the development of Information Technologies, the improvement of the public system of social information systems communications in Ukraine the process of self organization of domestic Information Technology the space is developing virtually without noticeable consideration of national interests, this may result in uncontrolled and not always positive foreign influences on a significant part of Ukrainian society in the future.  In this regard the processes of public informatization in Ukraine today they require making certain adjustments through the system of formed social networks communications.[3] These information communications in the process of their development should be used not only as a social tool designed to ensure socially significant information of all elements of the social structure of society from top to bottom, from the organizational and managerial level of society-as a subject of information activity, to each member of society as an object of information influence, but also in the opposite direction. In addition to developing interpersonal communication in domestic social communications there is a significant prospect in the implementation of scientific and informational support of the implementation of state programs of the National development, acceleration of scientific and applied research related to interests domestic economic structures, establishing cooperation based on with national interests, with foreign subjects of economic activity in domestic and foreign markets, especially when implementing joint projects, creation of joint ventures with domestic economic structures.[4]However, at the same time, social networks are not yet used as an effective mechanism for mobilizing the creative potential of Ukrainian society, for updating National Information Resources, and for the information mechanism development of civil society and modern statehood in Ukraine in the conditions of global informatization.

So, the development of horizontal forms of Information Exchange-social networks, they have been particularly dynamic and clear in recent decades in post-socialist countries, regions of Cardinal social networks transformations, including in the new Ukrainian state. Also, the evolution of the technical and technological base of informatization, the development of the system of primarily electronic and social communications contributes to the access of citizens to information resources, to the independent use of existing information resources and the production of new information and thereby expands the possibilities of free development and self-affirmation of modern man.
