The direction of information cultural studies should combine research related to the philosophical understanding of new opportunities and the most general problems of cultural development in the context of the formation of a global information society and its impact on humans and humanity as a whole. First of all, as already discussed above, it is necessary to highlight the problem of preserving and developing the cultural diversity of world civilization in the context of increasing economic and information globalization and The Associated cultural expansion of Western culture, which leads to the degradation of many national cultures. Quite a large number of scientific papers have been published on this problem, which indicates its relevance and strategic significance. For example, the works show that the main reason for the growing tension in the modern world is not the problem of international terrorism, but the confrontation between the cultures of East and West, as well as the ever-growing social stratification of society, incompatible with the principles of social justice.

Globalization of society is one of the dominant trends in the development of civilization in the XXI century. It has an exceptionally strong impact on many socio-economic, political and cultural aspects of the development of almost all countries of the world. This process is quite complex and internally contradictory. It is still insufficiently studied, and its predicted consequences are not realized even by the elite of the world community, although these consequences are widely discussed in the scientific and socio-political literature.

1. Structure of philosophical problems of Information Cultural Studies

The structure and content of the subject area of Information Cultural Studies as a new scientific discipline were briefly considered in the paper , as well as in more detail in Chapter 9. at the same time, research aimed at forming the philosophical foundations of Information Cultural Studies is highlighted as one of the sections of the subject area.

Of course, in the process of developing Information Cultural Studies and for each of the other sections of the subject area of this science, appropriate philosophical problems should be identified. However, today, when this science is just being formed, it is advisable to determine the list of priority philosophical problems, the analysis of which seems most relevant. These problems include the following:

1. Determination of the philosophical foundations of Information Cultural Studies, which should become the philosophical basis for its formation and development as a science;

2. Study of cultural aspects of information globalization of society and related problems of deformation of national and ethnic cultures;

3. Study of information aspects of the complex problem of preserving the socio-cultural diversity of humanity, one of the necessary conditions for which is multilingualism in the global information space;

4. Study of cognitive aspects of Information Culture. One of the most important aspects of Information Culture is a new stage in the development of electronic memory of mankind in the process of formation of the Global Information Society;

5. Study of philosophical aspects of the problem of human position in the Global Information Society;

6. Study of philosophical and cultural aspects of the problem of information security in the information society;

7. Study of philosophical aspects of the formation of information ethics as one of the important results of the development of the information culture of the future.

This list of problems is not exhaustive. It presents only priority problems, the study of which will allow us to form an idea of the content of priority philosophical problems of Information Cultural Studies in the coming years. Thus, these studies can become the first, but extremely necessary stage on the way to the formation of a new science and will allow us to solve this problem systematically and logically.

2. Philosophical foundations of Information Cultural Studies

When conducting further research in the field of information cultural studies it seems appropriate to take the following provisions as a basis :

1.Use the foundations of the philosophy of culture, as well as those new approaches to understanding the informational nature of the cultural phenomenon that have already been considered in the first part of this monograph.

2. Use the information approach as the main method of scientific knowledge in the study of problems, directions and trends in the development of Information Culture. From these positions, it is necessary to study the problems of Information Cultural Studies in all sections of its subject area, namely:

* New information qualities of the individual, corporate and social structures and society as a whole, which are formed in the process of informatization and will develop in the future in the process of formation of the Global Information Society;

* Material, spiritual and artistic subjects of the new information culture, including aspects of electronic culture, new screen culture and screen art;

* New types, methods and social technologies of activity in the field of Information Culture, as well as new information and communication technologies that are created and used in this area;

* Cultural aspects of the development of new information communications in society;

* Problems of virtualization of society, the formation of virtual space as a new human environment, the study of the limitations that virtualization brings to the life of an individual and society.

3. It is also advisable to use the available results of predictive studies of informatization processes and their expected impacts on the development of the individual and society. At the same time, the predictive hypothesis about the dominant nature of the processes of informatization of society at all stages of its further evolution is fundamentally important. This hypothesis was first presented in the paper and consists in the fact that the processes of informatization do not end at the stage of formation of the global information society, but, most likely, will continue at the next stages of the development of civilization, the content of which we do not yet know today.

This means that informatization will remain the core process of civilization's evolution in the near future. After all, it is this process that allows humanity to master a truly inexhaustible resource for its development-information and its highest form-scientific knowledge, to put this resource at the service of man, to give him new opportunities - both for solving global problems and for its own intellectual and spiritual development. This also means that the development of Information Cultural Studies as a scientific theory of Information Culture is becoming one of the most urgent and strategically important problems of modern science today.

Therefore, it can be argued that information Cultural Studies is not only a science of the future, but also, above all, a science for the future, so that this future can take place in a form acceptable to the survival of mankind.

In recent years, fundamental science has been actively forming a new scientific paradigm, which should summarize the latest achievements of philosophical thought and give humanity a new scientific worldview and a holistic scientific worldview. Today, they are extremely necessary for solving many global problems of our time and, above all, for solving the most pressing problem - the survival and further sustainable and safe development of humanity itself.

One of the most important areas of scientific research in this area is the formation of a general theory of evolution. It is assumed that this theory will become the basis for understanding the General Laws of not only the processes of self-organization and development of wildlife, but also, possibly, the processes of development of all other natural systems, human society and man himself.

Naturally, the creation of a theory of such a high level of community should be based on the fundamental principles of the formation and development of natural systems, which are manifested at various levels of self - organization of nature-from phenomena of the microcosm to processes of a cosmological nature. Therefore, such fundamental principles are of particular interest today - both for philosophical research and for the study of a number of new interdisciplinary studies located at the intersection of Natural Science and humanitarian knowledge .

One of them is textology - a new science that studies the structure and patterns of text formation, which, in all likelihood, are the semantic basis of the culture of human society. cultural information globalization ethnic

So, for example, in the works of Professor V. V. Melikov, it is argued that the basis of traditional cultures of society are sacred texts, which through religious procedures are introduced into the consciousness and subconscious of people and eventually become the content of public consciousness, a kind of genetic memory of a particular traditional culture. It shows that the main source of sacred texts for Christian culture is the Bible, and for a number of Eastern cultures - the Bhagavad-Gita. It is likely that similar statements will be true of the Qur'an and Torah.
